Set max-age=0 when fetching URLs
Pandakit is intended to be a developer tool, and if the developer
changes an upstream URL, he expects pandakit to pick it up immediately.
By using max-age=0, a proxy cache will still be able to serve the file
from its cache if upstream confirms that it is up to date.
