- New 'reinstall' Makefile directive uses dpkg -P to remove the
  landscape-client package, deletes all standard landscape-client
  files and directories and reinstalls the package.
- The exchange URL is included in 'Start message exchange ...' log
  messages.
- The client is restarted directly after the new configuration is
  re-written.  This ensures that the registration logic uses a
  client running with the latest configuration which is required
  when changing the URLs used by a client.
- SysVConfig.start_landscape is now restart_landscape and runs the
  init script with the 'restart' directive.  This prevents problems
  that occur when a client is already running.
