switch BufferID's to be part of the Buffer classes by introducing a BufferBasic class.
(Like talked about in friday's hangout) ID's are global and assigned during construction of the buffer. This also makes it unnecessary to have an id generator
Incorporates lp:~kdub/mir/swapper-resource-lifetimes.
