Add new libandroid-properties dependency to setup-partial-armhf-chroot.sh

Although, really, what this should be doing is setting up an *actual* armhf chroot with the apt tools,
so that we don't have to manually update every time some package in the transitive build-dependencies of
Mir changes a dependency
