bin/kpack-from-image: regenerate initramfs if it did not get updated

In a case where the copymods package and the kernel package were
already installed, the 'apt-get install' would not generate a new
initramfs.

To address that, we explicitly call update-initramfs now if it is
older than the start of the chrooted function.
