Formulation fix for robin boundary condition for scalar field CG solver
via including a dt_theta variable in the matrix contribution

Include an analytic v short test case for a scalar field for a diffusion-source 
problem (not time) in 1d that uses the robin BC checking L2 and Linf errors.

Include a similar analytic v short test case that uses dirichlet instead. 

Both useful in testing what the radiation solver will want to do 
when calling assemble/Advection_Diffusion_CG.F90
