Changing the order of dimensions of the output of ele_grad_at_quads.

It is now mesh_dim(field) x ele_ngi(mesh, ele) like everywhere else and can be
plugged straight into e.g. shape_shape_vector(). As a bonus this takes out a dozen or so unnecessary transposes.

NOTE 1: you will need a make clean-light after this commit
NOTE 2: people on branches have to make sure their branch gets updated accordingly before merging back into the trunk
