Major changes: improve new package builds, fix questions, update rt kernel build...

* Now the script checks if a orig.tar.gz already exists at lp, if PKGNR is < 1
* Ask what to do if orig.tar.gz exists
* Fix clean question
* Update rt kernel build:
  + Add HWLAT_DETECTOR as a module, enable HAVE_PREEMPT_LAZY and unset PREEMPT_RTB
  + Check if patchset exists before everything else starts.
  + Fix meta package name in control
  + Fix versions in rt-control
* Clean code, add new lines to have better overview
* Update comments
