block_meta: handle 'preserve' flag for raid devices
The raid handler did not respect the 'preserve' flag and
attempted to recreate the raid device instead of verifying it.
Migrate mdadm usage into curtin.block.mdadm module.
Complete mdadm unittest for new module.
