- distribution is feisty.
- dropped unnecessary build depends (pyreqs.py complained about
  specific versions, so I added them -- it should be ok now)
- I added information on how I created the tarball to the changelog.
- We don't install .py{c,o} files: 
  dlocate pyc | grep -E "\.py(c|o)$" | wc -l   -->  4
- /usr/share/accerciser/plugins is acceptable for private modules.
- added a manpage
- made ./usr/share/accerciser/plugins/ipython_view.py executable.
