Added local apt-cacher-ng support.

If -a is given, an apt-cacher-ng proxy on localhost port 3142 will be
configured for apt-get download operations.

private-ppa.launchpad.net is automagically exempt from APT caching because it
doesn't work for private PPAs.

Other hosts where apt-cacher-ng shouldn't be used can easily be added in
step 70.
