[r=rvb,jtv,allenap][bug=1375980][author=gmb] NodeActions which rely on RPC calls now handle correctly the errors that those RPC calls may raise. Previously, they didn't handle the errors at all, which lead to aborted transactions and inconsistent states.

This is the first part of a fix for bug 1375980.
