[r=julian-edwards][bug=][author=allenap] New methods, DeferredValue.capture() and .observe().
These allow capturing or observing the result of another Deferred and using it to set the value of the DeferredValue. The difference is that capture() does not pass the result or failure down the original Deferred's callback chain.
