[r=gmb][bug=1386517][author=julian-edwards] Ensure that leases are forcefully removed when a) removing static host maps, if they exist, b) when ending a commissioning/installation cycle. Previously, dynamic leases could needlessly hang around using valuable dynamic IP space.
