[r=andreserl][bug=][author=blake-rouse] Show import message on the images page as a two step process.
Show "Step 1/1: Region importing" then "Step 2/2: Clusters syncing". Each resource now shows if it exists on all clusters. If the resource is missing from a cluster and clusters a syncing then the spinner is still shown.
