A web-friendly version of the "skeletons" proposal.
* Deployment-specific files are not bzr-tracked.
* There are bzr-tracked *templates* of these files at deployment-templates.
* models/000_1st_run.py checks whether live copies of these files exist.
* If not - they are copied from deployment-templates.
* The template of 000_config.py raises an informative "edit me" 501 error.
If any files are copied, 000_1st_run.py raises the informative 501.
This is needed because on 1st run, 000_config.py doesn't exist yet.
Perhaps the 501 can be replaced with something fancier.
