i18n fixes:
- Harmonized setup.cfg's
- Removed unused setup.cfg's (themoviedb and thetvdb)
- Prepared the search plugin for localization (it had some strings ready for translation but the infrastructure was missing)
- Updated PO templates accordingly
- Updated the "internationalizing a plugin" section of the developers guide
