fix #17092 - preferences() GUI could no more be loaded after migration to Java 17.

Issue related to generated XSL file contents.

Order of elements changed to avoid the following exception: "The xsl:import element children must precede all other element children of an xsl:stylesheet element, including any xsl:include element children."
