sbt 0.13 only builds; tougher warnings.
* Take advantage of new sbt 0.13 .value syntax.
* Add sane javacOptions, i.e. -Xlint, in the right scope.
* Force scalac, javac to use UTF-8.
* In a comment, suggest good extra warnings to give to scalac.
