Sync a bit with Debian's 1.5.7-4, in particular:
+ Update Build-Depends' version restrictions (cmake>=3.14, qt>=5.14).
+ Update copyright file.
+ Bump debhelper compat level to 13:
  - Replace dh-exec usage with dh13 variable expansion support.
  - Drop explicit dh_missing call.
+ Disable LTO, as it causes segfaults on startup.  LP: #1939213
