* debian/control: Depend on emacs and patched versions of BLT as all Debian BLT builds are broken at this time
* debian/rules: Use `dpkg-architecture` to get location of Xpm libraries. Enable onelib build to merge libswarmobjc into libswarm
* debian/*.install: Fix a situation where libswarm2 and libswarm2-dev were including the same *.so files
* debian/libswarm2-dev.install: Install tools in `/usr/bin` and Makefiles in `/usr/etc/swarm` (this violates Debian policy, but keeps existing Makefiles working).
