Added arm specific support to the hadoop test
- Set the new with-oracle-jre flag to ensure the correct packages are
installed on arm
- Also removes hadoop-native to workaround a bug when using the
oracle-jre on arm iff the with-oracle-jre flag is set
- Updated the test scripts to support the new with-oracle-jre flag
Added a manual TEST_TYPE to memcached that expects a TEST_ARGS
environment variable with the memcslap arguments
