Additions/Fixes for Large Deployment Enviroments:

Fixed chain reaction timeout failures when one fastboot command timeouts it will
be the only device to fail. Previously all jobs submitted at the same time would fail.

Retries added to fastboot commands. When several devices are connected via usb 
fastboot fails to enumerate the devices. Retry to increase chance of success.

ded OTA target: Allows for OTA updating of devices. Also allows persistant image
Allow ADB over TCP to be main transport. Do not disconnect and leave connected in base when TCP is the main transport for the session.

Serial Number- Serial number can be any length and any value in android spec. Allows A-Z0-9 currently. Future enhancments will allow lower case and exclude getprop
