[r=ricardokirkner] Move `reviewsapp.auth` logic into `core.api.auth`

Split auth logic so that it is re-usable by other auth mechanisms.
Incidentally, this also makes a good deal moving forward to the
separation of `reviewsapp` and `clickreviews`.
