reorganize module structure a bit.
refactor PackageCache.py in PackageFetcher.py and PackageFetcherLocal.py
adapt first unit test to work.

Note: Although the first unittest works, the currently available trivial
class needs a lot more additional unittests to define the expected
behavior. After we have this, we can start implementing
PackageFetcherDget, which will be the most important one in REVU2.
