Slightly modify the period-payment-below-zero warning to only warn if
the payment amount is < 0 (i.e., money is being taken out) and the
total payment for the period is < 0.  Now print the user summary
afterwards (I've been asked by people when paying to know how much they
still owe).  Updated the comment.
