enable cirros-udhcpc

The changes here make cirros-udhcpc used and functional.
- patches-buildroot/ifupdown-cirros.patch, patches-buildroot/series:
  enable this patch, and move the file it creates to
  be package/busybox/busybox-01-ifupdown-cirros.patch instead of
     package/busybox/1.20.1/busybox-ifupdown-cirros.patch
  This is tested as functional on buildroot 2012.05.
  The file created my need to be placed elsewhere in newer buildroots.

- src/lib/cirros/shlib: in debug, make sure VERBOSITY is set
- src/lib/cirros/shlib: add 'path_has'
- src/sbin/cirros-dhcpc:
  - use 'path_has' to ensure /sbin in path, and full paths
  - fix typo in pidfile name
  - fix error in udhcpc with -T timeout as one argument not 2
  - invoke ifconfig with ip address
  - remove obsolete "cirros changes" comments
- src/usr/share/udhcpc/default.script:
  replace with a warning saying this should not be used.
