Bump version to 17.0 in anticipation of release of 17.1.

The version is recorded in two places:
 curtin/__init__.py
 debian/changelog.trunk
The changelog is just a tool for building debs for developers.

The curtin.__version__ however will be exposed in curtin.version
So we'll this at 17.0 just to avoid any 17.1 showing up and confusing
things until the actual release.
