add --quiet to dpkg-divert calls in chroot-setup (LP: #912431)
It seems that some things are calling apt-install or in-target and
then parsing command output from that command.
The dpkg-divert was printing status of the divert to stdout, which
was then causing issues. This fixes that by adding '--quiet' to the
dpkg-divert invocation.
