add hooks so update-grub-legacy-ec2 is invoked on kernel upgrade/removal

Note, these are installed into /etc/kernel/postinst.d and
/etc/kernel/postrm.d named 'x-grub-legacy-ec2'.  This is so that they
will run after the 'initramfs-tools', which installs or removes the
ramdisks.
