Fix CAPS-lock behavior when set up as switcher for "input sources" (keyboard maps) (LP: #1313176)
When CAPS is set up as accelerator for next input source in
"unity-control-center region", Onboard causes a sweep through multiple
input sources lasting a few seconds.
The fix delays layout changes until after the accelerator did its work and
prevents sending CAPS-lock changes when Onboard eventually updates its layout.
