Refactor utils/build-*sh and add a Makefile with a 'make dist' target to support building complete source tarball that is then used for building all packages.

We need a source tarball that does not have external internet-dependent dependencies so that we can properly ship Percona XtraBackup in linux distributions.

This commit doesn't really change normal build procedure... except that we do in fact create the Percona-Server source tarballs and use them (which may possibly save developers repeatedly downloading PS sources)

You now produce a source tarball (which contains all possible mysql/PS sources needed) before building binary tarballs, debian packages or RPMs.
