debian: Add the new python3-checkbox-support package

python3-checkbox is now only used by checkbox.

All provider based clients will install python3-checkbox-support as
plainbox-provider-resource-generic depends on it.

python3-checkbox-support depends on python3-pyparsing but version 2.0.1 is
only available for releases >= 13.10.
