Fix initial rsync options, improve logging, and disable on stop()

The initial rsync options procluded any content from coming across,
this was left over from debug.

When the rsync finished there is now a log message so that we can tell
how long initial rsync took from the logs.

When stop() is called it will now disable the apache site so that it
doesn't start on reboot.
