[stub] Add coordinator module.
Coordinate operations in hooks using leadership.
Common uses will be rolling restarts and rolling upgrades.
App specicic applications will be things like 'don't reboot while
another node is streaming data from you' or 'don't bootstrap until
the seed nodes are ready' or 'only allow (num_nodes/2-1) units to
bootstrap at a time.
