* added src/zeitgeistfs/utils.py: this module is supposed to be a kind of
  python API to a running zeitgeist filesystem. Right now it has two
  functions, one to check if a file is within a mounted zeitgeist filesystem
  instance and not a meta file, and one to add tags to a file in zetgeistfs
