[ValaPrecompile.cmake] Add support for generating a .symbols file and a .gir file. Also fix a bug that would make valac run twice.

Please notice that vala_precompile() requires a target now, for example: vala_precompile(VALA_C mytargetname ...). Please read the modules's description for more information.
