* Windows Installer: include binary file required to compile installer
- I realize that binary files probably shouldn't be in bzr, but the gstreamer guys screwed up and didn't include the *main* python module required to make the bindings work. So this is here until they release a fix. See https://bugs.freedesktop.org/show_bug.cgi?id=52983
