Major improvements to tail light code:
Redefined modes:
  - 5 solid modes
  - 3 dual beacons
  - 1 heartbeat beacon
  - 1 battery check mode
Calibrated the lowest level for better mode spacing.
Added a battery check mode.
Totally rewrote the low voltage handler; should handle blinky modes better now.
  (however, the low-voltage stepdown is untested)
  (the low-voltage code is significantly smaller and simpler now, at least)
Replaced default delay with smaller/better custom one.
Fixed the overall timings (and it can be calibrated per device if needed).
Expanded the maximum number of modes to 63.
Reduced the size of the ROM, despite adding features.
