Merge hardware-info-register [r=bjornt,cglass] [f=1053057]
Only call call_on_accepted at register time in the hardware plugin, instead of
calling it everytime it runs. It fixes a bug when the client will accumulate
callbacks when the server doesn't support the new hardware system, and then
fire them all at once.
