reorder team report to list more relevant information first

If a package is blocked both by autopkgtest regressions and by pending
autopkgtest results, one of these things warrants action by the developer
and one generally does not.  You shouldn't have to scroll for centuries to
find the autopkgtest regressions for e.g. glibc, past the pending autopkgtest
results.  Put the more relevant information closer to the header.
