debian/patches/001_gettext_desktopfiles.patch: Check whether the
application used bind_textdomain_codeset() to force a dgettext() return
encoding, and not use g_locale_to_utf8() in this case. This repairs e. g.
Gnome panel translations in non-UTF-8 locales.
