* Merge from debian unstable, remaining changes:
  - Check if /var/run/pcscd/ directory exists, if not
    create it.
* don't unconditionally update config.{guess,sub}, refactor that out in
  a rule on its own.
* Drop therefore the build dependency on autotools-dev.
