* Update to tzdata 2008a:
  - Includes the Chile DST rule change, drop chile-dst2008.patch.
  - No other changes (except a few comment fixes), so this does not need to
    be put into stable-updates.
* Resynchronise with Debian. Remaining changes:
  - debian/control: Add Replaces: to locales, where tzdata was kept in
    Dapper (must be kept until after Hardy's release).
  - Build a tzdata-java package, with the help of javazic.tar.gz.uu.
