* Allow debian/qemu-arm-static.sysctl.$(DEB_BUILD_ARCH) to override
debian/qemu-arm-static.sysctl and add an amd64 version which doesn't set
vm.vdso_enabled since that's not available on x86-64.
* Drop useless uses of CURDIR from install target.
* Add debian/TODO list.
