Add direct dependency on ttf-dejavu-core since that's the font used in
the initramfs-tools hook, instead of trusting that fontconfig-config
pulls in the right alternative.  Note that the hook still assumes we
have a graphical theme installed, and will fail if only the text themes
are installed, but this seems to be a low-priority issue not actually
affecting anyone so far.  LP: #828027.
