cloud-archive-backport: remove package patches before applying ca-patches

This allows patches in ca-patches to patch d/p/series anywhere in the file.

For example, a package such as qemu tends to carry a lot of patches. Prior
to this change, if a ca-patches patch modified d/p/series to add a new
patch, it had to append d/p/series at the end of the file because all of
qemu's package patches were already applied at the time that the ca-patches
patch was applied. That resulted in the ca-patches patch having to be
rebased every time the qemu package added a new patch to the end of the
series file.
