add transitional Recommends: firefox-locale-XX to not break upgrades from < 11.10 (which shipped firefox translations in language-pack-*) [desktop-o-firefox-translations-in-launchpad]; also ensure that we stop building language-support from 11.10 on [desktop-o-clean-up-language-support]
