Make locally runnable, add README to assist setup

This is a start on making the manpage repo buildable locally. Users
should be able to use this on your local machine now, including

- add README
- apache site configuration allowing you to set it up in a container
- some small cleanups in the scripts to allow dynmic fetching of
  Releases.gz and *.deb if they were not locally on disk.
- some path cleanups so things were not hardcoded to /srv/
