unmount /proc/sys in the root if it is mounted

The /proc/sys may be mounted during installation (ie, through a dpkg
action) Then, on cleanup the /proc mount will fail to unmount with
'device is busy' because of the mount underneath it.

This seems to have only began to occur when we moved the host system to
lucid from hardy.
